阜新市仙鹤制药有限责任公司是以从事药品的信息、研发、生产、经营和对外加工为主的综合性企业。 2001年10月，北京东方快讯医药信息技术中心与阜新市中药厂开始合作，北京东方快讯医药信息技术中心持股70%，阜新市中药厂持股30%。于 2003年3月成立了“阜新市仙鹤制药有限责任公司”。到2005年，仙鹤制药共有员工229人，其中专业技术人员35人，管理人员26人，大专以上学历人员61人。
仙鹤制药将现有125个产品（其中列入国家医疗保险基本药品目录的36个）进行重选，推出了以坤灵丸、脑血康片、益心复脉颗粒、脑血栓片为主打的一系列产品。2003年7月，“仙鹤”牌商标被评为市著名商标；同年底，在中国质量评选活动中，被中国市场监测中心评为“中国讲诚信守合同重质量单位”。2003年年初，企业投资2,510万元在阜新市经济技术开发区高科技园区按GMP标准兴建新厂区，新厂区占地面积3.3万平方米，建筑面积8,000多平方米，GMP生产车间5,200多平方米，其中综合制剂车间3,432平方米，前处理提取车间1,666平方米，综合办公楼1,635平方米。异地改造的新厂区分综合制剂生产区、中药前处理提取车间区、综合办公区、公用设施区四个区。厂房内具有丸剂、片剂、颗粒剂、胶囊剂等多条生产线。所有工程己于2004年4月底竣工，现己投产使用。建成后，前处理车间（粉碎、提取）年处理中药材达600吨，制剂车间年产丸剂4,000万丸、片剂3亿片、胶囊1亿粒、浓缩丸5亿粒，全部达产后可实现产值2亿元/年，收入1.3亿元/年，上缴国家税金2,270万元/年。
